AuthZ check for Centrifugo channel subscriptions.

## Request body

`application/json`: CentrifugoSubscribeRequest (required)

| `user` | string | yes | User ID from the Centrifugo connection token |
| `channel` | string | yes | Channel the client is subscribing to |
| `meta` | RealtimeConnectionMeta \| null | no | Connection meta from the token (``include_connection_meta``). Absent for a token minted before meta existed; org-scoped channels then refuse temporarily. |
