Resume Bot

Set desired_state=running for a suspended bot and enqueue reconcile. A bot that is not suspended is returned unchanged: resume is the inverse of suspend, not a general "force this bot back to running" lever.

Issue a proof-of-work challenge for public form submissions. Returns a self-verifying HMAC-signed challenge that expires after ``altcha_challenge_expiry`` seconds.
